White poles in the water

I’ve been on the water, both in SC and up north, for most of my life. I’ve always seen the white pvc poles, or sticks, or branches, some even with flags attached, stuck in the mud in various shallow water locations. I realize that they are put there by the locals and that they mark shell banks or obstacles. But, what I’ve always wondered is do these markers mark the obstruction or do they mark the safe area to get through? Does anyone have an idea??

The ones I’ve seen are actually marking the shell bed or obstruction.

both- single usually mark the obstruction- a line usually marks safe passage but you have to know which side- I have seen them set like channel markers with the tops spray painted red and green
