what would be the best method and area?
I have the best luck this time of year using cut squid and cut fish (pinfish, or really anything). Shrimp works OK as well but the whiting seem to like cut squid them most, cut into one inch long, 1/4" wide strips.
Find somewhere that has good flow. Folly Pier is a great place to load up on whiting often, but the north end of Folly is often very good as well. From a boat, I prefer to look for drop-offs near the confluence of two creeks/rivers, esp around oyster beds.
Cut bait is my 1st choice mainly because its so hard to steal o#f the hook.
