I made one out of 3/4 inch thick aluminum from McMaster Carr for a 25hp once. I think I had less than $60 invested.
Get a piece of 3/4x12x12 6061 aluminum and bolt it on, instant jack-plate.
Get a 4’ piece of 6061 aluminum angle. I would think 3"x1/4 should be plenty strong enough. Cut them into 1’ pieces. Bolt 2 of the pieces to the boat and the other 2 to your outboard. Drill holes in the angle 5" higher and bolt tight with 3/8 or larger bolts. You would be making a C channel with the 2 pieces of angle. Added bonus if a 3" offset. You can get the metal at Fields in N. Charleston, maybe 30$. Good stainless hardware, 10$
