At the middle carb to the left looking at the carbs, there is a red switch that can me moved clockwise or counter clockwise. What the correct postion, all the way clockwise or counter clockwise?

That is the emergency starter valve, I have one on my 70 Yamaha. I am looking at the manual, its says it should be in the closed position during normal operations. The picture shows closed as turned all the way clockwise so the straight leg of the switch is pointing down at the word “close”. Hope that makes sense.

That’s Prime Start. Your engine does not have a choke. Instead you are supposed to prime the bulb tight and then just turn the key until it cranks. If for some reason it does not crank after a few minutes, then turn the valve closed and it will act like a choke. If you need to use it, you need to bring it in for servicing.
I have never been fond of the Prime Start engines because I was always used to having a choke, so they always act “cold natured” to me. But having said that, they are very good engines.
