Yamaha OX66 wont shut off

My 150 OX66 will not shut off unless the motor is centered in the steering bracket.
What I am saying is that it will not shut if the motor is pointing to the starboard side, nothing will shut it down, not even the kill switch(Safety lanyard).
But if I turn the key to off posiiton and rotate engine to port side, the motor will cut off as soon as the motor is centered. Works perfectly if the motor is from center to port side.
Obviuosly a ground in somewhere in the streering ram. I did not realize the motor was grounded through the steering or mounting bracket. Is this correct or is it just searching for ground because of weak ground somewhere else? Any experience in this? Scarfy to think it wont kill in an emergency.
I can cut it off by simply turning motor to center ot port side but wantr to get this fixed.
