I have at least a dozen poon ponds around the greater Charleston area that hold them all year long. its def not urban legend. I laugh at the lady fish remarks. sometimes ill show people pics of the snook I catch in the same ponds but I say "hey check out this lady fish I caught in one of my ponds, its got a weird line on its side. let the doubters doubt and put the little silvers in the air!
There are juvie tarpon in the cooper river. Not ponds. Main river.

Which really means that: Yes they do breed locally, and some young do survive. And Yes this happens not just in ponds.

yep, there are resident populations as far north as Virginia Beach that I know of.
what’s really fun is a light weight fly rod in the canals around Hollywood, FL You can catch a couple dozen juvies a day in warm months
