It’s not “state business”. Those reefs are in federal waters and were built with SAFMC blood money.

In Hawaii they use anchored ropes with suspended floats underwater, and then put chains of shiny stuff like old CD’s (if you can even find them) along the line. Pretty neat.

There are government fads set by DPNR in the USVI. We catch plenty of dolphin and wahoo on them with live bait on spinning gear. There are plenty of “ghetto fads” and some very well designed ones that are not public down here too.

In the Gulf of Guinea purse seine boats targeting tuna are allowed to deploy up to 250 floating FADS per vessel. Basically rafts made of large logs tied together and set adrift. The twist is they now equip them with solar power and satellite location devices as well as sonar so that when they have a sufficient aggregation of fish under them the vessel is notified and can go fish it. Greatly increases catch. Anchored sub surface FADS are popular off Hatteras in part because of the availability of surplus ship anchor chain from Norfolk, which is one of the best anchoring systems out there for Sporties to deploy through their transom door.
