Bottom line is that the “New Ordinance” just mirrors existing state law. In general, there are no additional restrictions being imposed other than getting a sticker that indicates that at the time of the local registration, you understand and meet state law. The 4 mile radius from the address on the registration has been there. If you are going to be taking your cart on a regular basis to another location or have a second home/property, there is room to add that location. Driver age restrictions, hours of operation, open container, radius of operation, etc were already “on the books”. Like Fortunate Son said “a solution to a problem that didn’t exist”. If existing laws were consistently followed and enforced, not just in Edisto, but throughout the state, there should be no need for a local ordinance

I live at Edisto Beach about half of the year. I have a golf cart and added a low speed vehical a few years ago so I could go out at night and also ride on Palmetto. The main thing that caused this problem were parents allowing under age children to drive golf carts and driving them after sun down. When you don’t use common sense and obey state golf cart regulations this is what happens. Many of the week long Edisto guest don’t consider drinking and driving a golf cart is DUI. I see many with a open containers of beer on golf carts. I agree with Fortunate Son, a local ordnance is just plain silly, just enforce the state laws on the books. If you rent your house add a golf cart, and require the adult renting the house to read and sign a golf cart agreement and charge for use. (Many of the houses allow pets and charge a extra fee for them.) If they allow non lisence drivers, drive after sundown or drink and drive the local police should ticket them and they are responsible for what they a charged with, It’s all about money, if the have to pay a $200.00 or more fine for their stupity the word would travel fast and put a end to the golf cart problems state wide.
I know for a fact that if you’re dumb enough to not follow the traffic laws at Edisto Beach, whether on a golf cart or in a car or any mode of transportation, the po po is going to write you a ticket. They don’t play. It ain’t about ticket money. Its about stuffy assholes who don’t want to have to be inconvenienced by golf carts on Jungle Rd. Period.

So if it’s illegal for carts to be away from their reg location how can people at let’s say Ocean Lakes get away with it? I have been there countless times and have rode right by Horry Co sheriff officers in the camp ground and also outside of the camp ground… I know you have to buy a sticker for the year inside the camp ground tho that does not change state law.
It’s state law that for whatever reason isn’t widely enforced. I am a year round resident as well and my family has been full time here since the 60’s. As fourtunate son said this community depends on tourism and I have no problem with the vast majority of people and their golf carts. As mentioned above the problem on edisto are the kids who drive them around the beach, driving on palmetto, driving when it’s too dark and driving them around drunk. Unfortunately it’s the few that have messed it up for the rest. While I don’t see the need for the ordinance when there is an existing law on the beach books I would assume the ordinance was passed to give everyone a heads up that they are going to start enforcing an existing law. Also private homeowners renting carts with the house is a HORRENDOUS idea. A regular golf cart insurance policy will not provide coverage and there isn’t really a commercial rental golf cart policy set up to provide coverage for this scenario
How does this new ordinance affect the golf cart rentals down there? If use is tied to ownership/long term lease address, seems like rentals are out as well?

I completely agree. If I owned a house I’d never rent a golf cart to go along with it. Way too many possibilities for trouble.
