Let me first start with saying I’m accepting any tips anyone can give as it has been slow going.
Fished the handicap access on Saturday on outgoing tide from around 12-3 using a fish finder rig and double drop. Frozen finger mullet on fish finder and frozen shrimp on the double drop. After losing bait on double drop after some hits and no luck, finally caught small whiting. After being fed up with constantly putting shrimp on changed both to fish finder rigs and catch a 12" whiting. That was it.
Sunday fished at 14th with frozen finger mullet on 2 fish finders with no luck. Not even a nibble.
Fished earlier in the week also and not much luck. Few whiting and stingray.
Try smaller hooks, fluorocarbon leaders and use fresh bait. Believe it or not fresh bait makes a world of difference compared to frozen.
Go out to the area you are looking to fish at dead low tide. There you can get the lay of the land so to speak. Look for valleys and troughs to fish when the tide is in, and when it is receding. I have noticed that the geography of Folly changes constantly due to strong longshore current at times, so it is important to scope the are first. When the tide is pretty far out I have had some good luck fishing the drop off past the sand bar on the north-end. It is a hike out there but totally worth it, and like killinR said, fresh bait is essential. If you can only use frozen, use that bait only once. Thawing and freezing drains the bait of oils which attract the fish. Good luck!

I did have a few live MM on Saturday, but no luck. Using 2/0 circle hooks on fluorocarbon leaders 30lb on 20lb braid and other rod 20lb mono. I was fishing a nice trough at 14th that I saw a few weeks back on low tide, but as you mentioned ldemarinis, the sand are constantly changing.
I will try live finger mullet if I can get my hands on them and also going to try and move away from rock groins to see if any better luck.
scale back on your setup. from the leader all the way to the hook. if your not getting bit after 15-20min move on. set one rod up with fishfinder in a spike and fish the other with carolina rig, small live mullet , work it slow. try that and dont fish between 11am and 5pm unless its cloudy
