The last info I got from them indicated sometime in August:
Fishermen are reminded that harvest and/or possession of red snapper is prohibited in federal waters off the coasts of North Carolina, South Carolina, Georgia, and the east coast of Florida. The fishery remains closed as NOAA Fisheries and the Secretary of Commerce continue final review of Amendment 43 to the Snapper Grouper Fishery Management Plan for the South Atlantic Region. A Fishery Bulletin regarding approval is expected from NOAA Fisheries and the Secretary within the next two weeks. Given the timeline for the review process, it is likely that, IF the amendment is approved, a red snapper season would begin in August 2018.
The amendment specifies a total annual catch limit (ACL) for red snapper of 42,510 fish, with 29,656 fish allocated to the recreational sector. The bag limit for red snapper would be 1 fish per person/day with no minimum size limit. The recreational season would be weekends only (Friday, Saturday and Sunday). The number of weekend openings for the recreational fishery would be determined by NOAA Fisheries and announced in advance. The commercial fishery would open with a 75-pound trip limit (gutted weight) with no minimum size limit, and close when the commercial ACL is met or projected to be met. The Council approved Amendment 43 for Secretarial review in September 2017. A benchmark stock assessment for red snapper will be conducted in 2020.

I talked with Amy Dukes at Dnr last week. She said the season will be sometime in August or September. My remark was how nice right in the middle of peak hurricane season! We need to mobilize all fisherman and get rid of these (**() councils. The Gulf council is just as corrupt as the south Atlantic Council. There is nothing wrong with the red snapper fishery, they just use it as an excuse to keep thief “jobs”. Must be nice to travel to all these fancy resorts and get paid for it. I despise the council.

Recreational gets 6 days. Commercial gets 5 months. What a pile of rubbish. Guess there is no doubt SAFMC does not represent recreational anglers.

The commercial annual catch limit will be 124,815 pounds whole weight (12,854 fish).
The rec sector gets 65% of the quota, not sure how that is biased towards the commercial sector.

The for hire and rec sector are well represented on the council.
29K fish, divided by 3 fishing days(toss three for bad weather) and three anglers per boat, works out to 3200 indiviudal fishing trips for the rec and for hire sector from Hatteras to Key West. Completely logical that the quota would be met in short order.

This is not a logical way of opening the season. You can’t possibly know what the weather is going to be doing this far out and hurricanes will start firing off soon. This also creates a derby style fishery where anglers may push the limit to fish.
It needs to be open until the quota is met. I understand the commercial sector is easier to monitor, but it is not fair to punish the rec guys becuase they can’t figure out a way. Red snapper are not in trouble anymore and opening two weekends regardless of quotas is NOT going to hurt the population.
Not to mention they dangled an open season until the quota was reached in there previous comments and it was going to open in July. Now all of a sudden its two weekends in August…how does that happen? There is no way in hell that anglers were oppossed to this. Some Fed just changed his mind.
And again, Florida will collect the TAC. We’re sitting up here paying the bill while Florida anglers make out like bandits.
Why are we locked in to a management plan with a fishery that’s so totally different?
Eliminate the council’s and use that money to help fund our state’s DNR. Let them manage our stock.

I agree that SCDNR should be responsible for management of our fisheries. The red snapper is not a migratory species like dolphin and tuna. And South Carolina waters are not like Key West.

As an FYI,
I have spoken with 3 different council members today. Regardless of your thoughts of those on the council, there are ways to improve our snapper situation that we can all agree on. For example, our modeling comes from the Beaufort NC NOAA Station while the FL and the Gulf’s come from the Miami Station. The Miami station uses a hook and line/captain’s choice sampling and modeling system, where the Beaufort Station uses Chevron traps. Obviously, the hook and line system produces older and often more samples than the chevron system. This seems to be a severe disadvantage for us in the South Atlantic. After my conversations with Council members today, I reached out to a number of my colleagues and Congressman Duncan has agreed to draft a letter requesting NOAA to check their South Atlantic Sampling with the Hook and Line Sampling and Modeling system. I will co-sign the letter as soon as we get it prepared. I’ll keep everyone up-to-date on anything that transpires.
