No trough is too close. Knee deep water can be plenty. Finding a trough greatly increases your chances of success.

Fish the troughs that never empty 
some places mostly with rocks or other hard structure work on higher tides where there is a mid or shallow trough that is dry’ish at low tide but most well defined troughs are best on the lower halves of the tide.
